I consider that the following arrangements would be liberal and ought to secure very trained and efficient service in the four appointments referred to above.
1. Salary at £800 per annum fixed in the Ordinance. It may be noted that the Salary would be paid in Dollars at 4/2 worth at present exchange 4, 19/1⁄2 being Officials on all profit to the remittances of 15 per cent.
2. Free quarters in the Mint.
3. A free passage for the Officer and his family to the Colony by sea route via the Cape of Good Hope.
4. A Pension eventually in accordance with the provisions of the Hongkong Pension Minute, with the additional 5/ bonus allowed for professional Services to the "Judge of the Summary Jurisdiction Court, the Surveyor General, and the Colonial Chaplain.
